The oil depletion allowance for the large companies was eliminated in 1974. If you own a ranch with oil or gas production on it, you can still get it though. The XOM's and CVX's don't get it.

No, they should get market price just like other landowners. Leases are competitively bid and they're not given away.

A $1 a ton for coal is absolutely ridiculous. How would you know? Only about a third of US coal is from federal leases, mostly in the Powder River Basin. That coal is cheap, in the $10 per ton range. That's the market price so $1 a ton.
