The provisions in Dodd Frank didn't stop the derivative disaster in 2007...........and then there is this from the article you posted:

The White House, in pleading with Democrats to support the bill, explained that it got something in return: It said that it averted other amendments that would have undercut Dodd-Frank, protected the Consumer Financial Protection Bureau from Republican attacks, and won double digit increases in funds for the Securities and Exchange Commission and the Commodity Futures Trading Commission. "The president is pleased," said White House spokesman Josh Earnest.

Dems want everything at a time when they fucked up badly this pass November. Sounds like the Rs in 2008.

Speaking of NFL football, just heard press briefings by Harbaugh and Carroll for this weekend's game. Harbaugh sounds just like Kaepernick during press briefings.....brief responses/unfriendly/hostile even; Carroll just like Wilson.....warm/loquacious/says virtually nothing. Maybe its the coaches that are the models for how the QBs do their briefings.
