Keith: I did skim through some of that a while ago. It raised some flags at the time, and I recall reading somewhere that the BIS was set up as an actual "Bank", and has this mix of private and government C.B. ownership.

You know, when I first got interested in this subject, being Canadian, I was astonished to learn that the Federal Reserve was a private institution, and that they had the sole authority to print "money". I would think that most countries C.B.s are like Canada's, an arm of the government, not private.

The Fed. Reserve is the US C.B., and therefore, any participation the F.R. has in any program by extention is private participation including in the BIS.

Interesting how this mix of government and private banks seem so closely wedded. Makes it harder to support the "conspiracy" theory.
