BORL is moving there without VSGN. So they license the ORB instead of owning it. The last thing they need is to take on a big cash-hemorrhaging burden when they are just breaking even as it is. These take-overs are almost always a failure, and Borland doesn't have tons of cash laying around. I see big downside and no to little upside.
