Perhaps it's because I go to the same church as my broker, though I doubt it, but I have purchased OTCBB stocks through him without having all the funds in my account and as long as I'm covered in three days he is fine with that. This applies to buying and selling OTCBB, with or without certs.

I haven't made a phone order in years, and when I did, I always had funds in my account, so the question never arose. I do know, though, that electronically, I cannot trade pennies without cleared funds. Again, I keep enough in my Money Market account to make all my trades, so I cannot tell you if the GE, EK, IBM trades would have gone through otherwise.
