False. Our intel and the foreign intel were aligned on the Saddam threat. Clinton even signed the bill for regime change in Iraq. Cheney had nothing to do with it until President Bush inherited the problem from Clinton. As VP, Cheney did not invent any of the intel his office received. Like everyone else on the distribution list, he digested what he received and advised the president on policy. Your insistence that he was some kind of all-powerful evil mastermind is laughable. Real life is not like the movies, silly.
