It isn't JUST people of color. It is those in the margins. It could be 21st century Kentucky. Let's imagine ourselves being in a different ethnic ghetto back in 1914. The police force was often a means of leaving poverty or petty criminality behind and to have a pretty decent livelihood. I used the military that way myself. One could choose the brawling, drunken loutishness that was the evening and weekend mainstay of Irish immigrants of the period - I'm glad my progenitors didn't. There will always a disdain by those who didn't chose a better path and considered that rough labors made the man. The words change but the ideas behind them don't. Elements of those communities definitely said rude things to people that chose a better way of life, calling them "Uncle Tom", "Oreo", or simply saying that they "have airs". Maybe they really believe "It feels good to be a gangsta". Perhaps it does feel good.
