a system that requires felons and the mentally ill to police themselves. All our laws require people to police themselves. Police don't prevent crime, they show up after crimes happen.

Uh yeah, it was illegal for him to acquire the weapon. But there was nothing to stop him from doing it other than his desire to comply with the law. Which, as a felon, should be questionable. This is true of every law. Think about it ... "uh yeah, it was illegal for Brinsley to murder the police officers. But there was nothing to stop him from doing it other than his desire to comply with the law." We don't live in a police state where everyone is watched so closely they can't commit a crime.
