I don't know if Russia actually had clear title to Alaska, but they sold it to America in 1867 for $7.2 million.

Following the Crimean War, Russia found it difficult to supply Alaska and they feared England might even seize it in retribution for the war. So the Czar's Ambassador to America, with whom Russia had a very warm relationship (Americans being their biggest customer) was instructed to ask if the United States would be interested in purchasing Alaska. It was a very unpopular expenditure, but the American government finally bought Alaska.

The US Treasury still has the cleared check on file.
