Dick Cheney was only the VP. He could authorize NOTHING.

The authority came from the Department of Justice. While Bush signed off on the use of EITs, at all times CIA operated within the parameters set out by DOJ to specifically avoid any allegation of torture.

According to the wingnuts here, the Democrats had enormous powers while in the minority. Like causing the banking crisis. Despite using the threat of a filibuster far fewer times than the Republicans have done when in the minority, the Senate was helpless to oppose them in their maniacal drive to destroy the country. Likewise in the House, the Republicans just couldn't overcome their relentless drive to destruction.

Once again, the Republicans were innocent victims...

I guess they were too busy looting the country to counter Democratic tricks.
