As a resident of Seattle I have watched obsolete steel mills moved to China... Down the road from MSFT is Boeing, a company with a much smaller market value and much larger baggage; it couldn't move it's entired operation anywhere if it wanted to.
And we worry about our software engineers being replaced by workers in India, chip manufacturers relocatinmg in Scotland, etc.
Now here's MSFT, the model for the 21st century corporation...It can fold up it's tents and move anywhere in days. MSFT's cost of manufacturing is actually going down, there capital equipment investments are nil. Intellectual property and marketing, you can carry that in your head, a computer, or a bag, take it anywhere, use it anywhere, sell it anywhere; maybe take your assets to someplace like Poland or Hungry, even Russia. How would our government like that?
