KELLER Staff Reporter of THE WALL STREET JOURNAL NEW YORK -- AT&T Corp.'s directors, meeting Wednesday in their final session of the year, will discuss potentially huge investments in local and Internet services, cost-cutting and a restructuring of AT&T's businesses and management. Chairman C. Michael Armstrong aims to act quickly and boldly to acquire direct links to local phone, Internet and cable-television customers, said people close to the company. But they said none of these investments is imminent, including a possible acquisition of local carrier Teleport Communications Group Inc. By the end of 1999 Mr. Armstrong wants the AT&T network to be capable of providing a direct connection to as many as 50 million of AT&T's 90 million customers if these clients choose a local or Internet connection from AT&T, executives added. AT&T currently spends more than $8 billion a year on its system. AT&T won't comment. . . . [discussion of acquisitions such as Teleport. . .] Other Negotiations AT&T is also holding discussions with wireless player WinStar Communications and a regional carrier in the Midwest, McLeodUSA Inc., two companies that could give quick access to local customers, including high-spending businesses. For its Internet expansion AT&T is looking at making investments in one or more cable-TV companies that plan to offer speedy Internet-access services with their new cable-modem technology. . . . [More discussion of possible local acquisitions] AT&T's new CEO is also working on a plan to slash AT&T's spending through thousands of job cuts and facilities shutdowns. Establishing local links to customers on a wide scale would also allow him to trim billions of dollars in costs as AT&T transfers the local transmission of its long-distance calls to new carriers from expensive Bell networks.
