Yeah, I was really thinking of a federal project that was substantial. But fair enough.

Even then, instead of saying, "Damn! We came in under budget; good for taxpayers!" they simply found other places to blow the money. Even local governments are totally irresponsible with taxpayer dollars.

Of course. Making the city better helps everyone and attracts industry. You know that old adage........you need to spend money to make money.
