Legislation by Sens. Susan Collins , Maine Republican, and Joe Donnelly , Indiana Democrat, seeks to undo part of Obamacare’s “employer mandate,” which requires requires larger businesses to provide health insurance for full-time employees — defined as those working at least 30 hours a week — or else pay heavy fines. Critics say that threshold is forcing retailers, school districts and other employers to cut workers’ hours to 29 or less to avoid the mandate, and they’re lobbying Congress to raise the target to 40 hours. “We need to make this change as fast as we can,” said Mr. Donnelly , who stressed he does not want to repeal the whole law. The House is scheduled to go first and vote this week on its version of the 40-hour bill, before Senate Majority Leader Mitch McConnell, Kentucky Republican, schedules a vote in the upper chamber. Efforts to change the definition last year were thwarted by a Democrat-controlled Senate. Moments before the senators spoke Wednesday, congressional budget scorekeepers said the 40-hours bill would reduce penalty collections and raise the deficit by about $53 billion over the next 10 years. It would also prompt 500,000 to 1 million people to seek government-subsidized coverage through Medicaid or Obamacare’s health exchanges. The White House said Mr. Obama would veto the bill because of its fiscal impacts. He also fears it would create the problem it intended to solve, by exposing a greater number of people — those who put in 40 hours — to sneaky large employers who will trim hours to avoid the mandate, the White House said Tuesday. Ms. Collins called those arguments “bogus.” The estimated budget impact speaks to how many companies will refuse to insure their workers and choose to pay a penalty, signaling the mandate will not work and needs to be fixed, she argued. She said employers will remain committed to offering insurance to workers who put in a standard 40 hours. “That is not going to change,” she said. She said Mr. Obama’s veto threat was striking, because he had pledge to consider bipartisan ways to strengthen the Affordable Care Act, his signature accomplishment. “He initially said, ‘Bring me your ideas,’” she said. “Why he’s shutting it down is beyond me.” The senators were unable to say whether the bill will attract enough Democratic support to overcome the 60-vote threshold to break a filibuster. So far, the bill has Ms. Collins , Mr. Donnelly , Republican Sen. Lisa Murkowski of Alaska and Democratic Sen. Joe Manchin III of West Virginia listed as co-sponsors. Story Continues ?
