Zax, Yes, he said he was motivated by reports of Bush administration torture. Ironic, no? You probably don't realize that you just blamed Obama for the Paris terrorist attack. After all, Obama could have quietly ended the practices of torture, but he had to make a spectacle out of it because of a political agenda. He KNEW that the report could incite further acts of terrorism across the globe, but he thought he had a moral obligation to apologize for 'Murica being 'Murica.
