That used to be. It isn't clearly true today.

If president Obama were to say, "Effective immediately, it is necessary that we impose a one-percent surtax on capital gains", and order his Treasury Secretary to draft regulations to that effect, what would stop it? As a practical matter, not a damned thing.

Public outcry? Let 'em eat cake. We've seen the president make one unilateral change to the ACA after another (about 40 in all), many of which would have been blatantly illegal if done by any other president. But this one? WTF. Don't like it? Take me to court.

Well, okay. In the meantime, collect the tax.

I am not sure there is any law at this point that an arrogant president can't just choose to ignore.

Why would any sane person NOT get FACTS from FOX? You would believe the phony and misleading NBC/MSNBC reports on current news that are proven false and ridiculous 4 hours later?

In that light, it would be smart to tax gas back up to $4 a gallons and use that money to fund renewables.
How about in the light of those crediting Obama for low gas prices and the economic benefits thereof?

This only proves that Obama hates low gas prices and will do everything to raise it back up. His supporters and kiss-asses are all for this sort of insanity.

Gas prices low? Great, how about government pocket the savings and taxpayers get nothing out of it, other than more Solyndras?
