Austria and France didn't feel the brunt of Germany-Italy freight like Switzerland did. Although Switzerland raised their maximum tonnage limit on trucks in agreements with the EU, they also imposed costly fees for those trucks which don't choose to loan onto trains for the trip through Switzerland to Italy - never driving in Switzerland at all.

The Lötschberg and Gotthard tunnels are just the first to whisk trucks and cargo through Switzerland on rail cars.

But you're right, Germany outsources quite a lot of work to other parts of Europe. In terms of the internal trade balance, Germany actually doesn't outsource enough, as Germans don't buy a lot of non-German European products.
