How to deal with complex system, any complex system.

YOU HAVE TO HAVE A FALL BACK PLAN.
That is, if during putting into service, it fails, you can go back to where you were analyze and restart again.

NEVER BELIEVE IN ZERO DEFECTS.
I even hate the term zero defects. It was created by the Americans during the space program. Anything that failed up there would mean death and loss of millions.
The suppliers were clever to sell expensive parts purporting to be zero defects (see Apollo 13)

HAVE ALL THE TIME THE PARTS THAT FAIL MOST OFTEN
If you don't believe, like I do, on zero defects, you have spare parts that fails often.
You train people on how to repair.

..the idea was for millions of Americans without health coverage to get it

..they did

Now is the time for trouble shooting and tweaking, a process that this Congress is clueless about
