Bush decided that all war expenditures are "off-budget". Not that changed the economics of the situation.

Obama continued it, and if memory serves, most of TARP was also off budget.

My version of why Chris "American Sniper" Kyle got killed.

The insurgents had put a bounty on him.

They have probably tracked him down while in Iraq -probably knowing his whereabouts- and using IEDs to no avail.

He returned to the US becomes a celebrity it became very visible his success of taking down Iraqis. And then he made a mistake. He started trained more snipers. The insurgents decided to hit him from faraway.

They started planning.

But an agent who could be too risky and costlier to get close to Kyle and kill him.

They offered money to the deranged guy Eddie Ray Routh, say some100K, to finish Kyle off. He took the offer.

Eddie Ray Routh is not going to confess he killed for money, for he will surely be executed.

The insurgents are not going to claim they are behind the murder as they want to hit some others in the future.
