3M (Dow Component) is down 9. The Dow rallied in initial trades, but then quickly slumped as Minnesota Mining & Manufacturing Co's delayed opening got underway. 3M said Asia's problems, and the strong dollar, will cut current quarter earnings by 10 percent. "Asia is still there, and that's that reality," said Arnie Owen, managing director of capital markets at Cruttenden Roth. At 1043 EST/1543 GMT, the Dow was off 13.68 points at7963.13.
