Despite the fact Europe has a central bank, Europe is still made up of regional stock markets:

DAX has confirmed a new high and looks like it will move higher.



FTSE on the verge of signaling a long term trend change to positive if it can have another up day tomorrow.

Not sure how representative this Vanguard European fund is of the EU markets but it indicates the EU markets are still on a sell signal in all time frames. It is approaching the 50 day SMA from below though.
Note that the intermediate direction is still down so this is a rally within a down trend.
