Wrong. Saddam was the check on Iranian ambition in the region. Maliki, the favorite of the Bush administration, had ties to Iran and very naturally made sure that Shiites came to power in Iraq. They saw Iran as natural allies in the region. At Maliki's insistence, we drove all of the Ba'athist out of their positions of influence. This, by the way, meant that a lot of the military officers went over to ISIL and turned them into a formidable force. This did not strengthen Iran, but caused other problems. You might have noticed.

Edit: I forgot to add that our invasion of Iraq caused the price of oil to skyrocket and kept it high until just recently. The high price was very beneficial to Iran and Russia and greatly complicated things for us.
