Taro is talking about how the EU has realized why you don't slap on austerity measures when the economy is weak. Apparently a deflationary spiral in the EU is likely. Assuming it already hasn't started. So the ECB is buying up government bonds. As an adherent to discredited economic theories, Taro is assuming rampaging inflation will result. Much like in the US because of quantitative easing...

Like I said, discredited economic theories.
