I worked 4 years and witnessed the Chinese in Angola. Are they altruist? No they are not.

The Angola government didn't want to go to the World Bank or the IMF to kick start the country. They did not want transparency and accountability.

First because they don't know how to structure their macro economy. Second because they wanted to line their pockets. They looked for some amigos to help.

China Brazil and Portugal stepped in. Angola got no money but they had oil, which was potential money.

And the Portuguese speaking Brazil and Portugal would give project financing and technical assistance in exchange for commercial advantages. China would give no technical assistance but bough oil like there was no tomorrow in exchange for reconstructing the country.

A uneducated population and praetorian military guard and the system was up and running in no time.

The Chinese didn't propose a coup d'état and put a puppet government. It dealt with what was there. The Chinese did not buy good behavior (like the World Bank did) by investing there,

See, these kinds of arrangements a la Angola, above, work in the beginning until the Angolans, stop and think: Fook me! We are being screwed!

The lack of transparency line pockets both ways. May be we are pay too much for what we are getting!
