I don't think Excel is going to be buying back any stock tommorrow either but the plan is in place so the they will be buying when the time is right (maybe the same time you are). You should not let your emotions get in the way of good judgement. You have said that yourself. It sound like you love to hate Excel too much.
I like Excel. They didn't get 6 million customers by being a flop (I sent in 5 more customer request forms today). I don't think you will see Excel at $10. Earning will support more than that.

The sky is blue, and grass is green. It doesn't really matter what
you believe, Hank. Two billion dollars and 6,000,000+ customers in
only nine years are the facts. Are you using an oddball measuring
stick that indicates that this isn't a heckuva achievement. It
appears Mr. Kenny is doing OK.

Why are you negative on the company? Poor fundamentals, management, what?
