My customers, for the most part, seem to be reacting to the system in the most measured ways they know how. I was involved with a client a couple months ago who was trying to figure out a way to provide Medicaid services to a population segment for whom there were no providers in the area. The doc and a couple others were trying to get the hospital to foot the bill for a free clinic where the providers would provide the time and the hospitals would provide facilities. Ultimately the hospital bailed out saying their lawyers wouldn't go along. Meanwhile, patients suffer.
