It is always you that is the reason for a file. I could be someone with whom you once associated, even without any suspicious intent. It could be a relative of whom you have no idea is involved in some sort of behavior in which the agency collects data.

Raw data is a dangerous thing sometimes. Depending on who views it and how thorough they are in eliminating suspicions.
