My take on this is that QWST has chosen IP because they want to design a data network. IP is much more efficient for data than ATM. Voice, like you point out, is just secondary and icing on the cake for QWST. In fact, voice over IP is only attractive if you have huge bandwidth. If the system gets bogged down with many data customers then voice may begin to suffer.

So I think the strategy is to build a data-centric network and sell voice if you have the extra capacity.

I'm not sure what you mean by "not selling IP outside the network." For Internet access they have to send IP packets to the customer premesis.
