The people who did it, IMO.

The people who did it did not know it would be unpopular, probably still don't believe that it is unpopular. I think Gruber had it right that the voters are stupid (or inattentive or captured). And the law was inordinately complicated. And the political messaging surrounding it was unhelpful, to say the least. You may blame the attentive voters for being captured and for being susceptible to unhelpful messaging and for willful ignorance but you can't blame voters for being stupid because they can't help that and you can't blame them too much for being inattentive given that they have plenty of pressing needs to deal with.
