In my opinion the far more serious drift of power towards the Executive (and away from the Legislative) that has happened in recent decades has been in the area of WAR MAKING power. And there the loss of Legislative branch authority and power (assigned by the Constitution directly) has happened mostly because the Congress and virtually abandoned their authority. And --- nature abhorring a vacuum and all --- the Executive branch naturally swept in and took the power.
