Sao Paulo public administration is a joke. They are predator capitalists. I lived there between 1971 and 1983. In 1976 I realized the city did not have a solution. Simple: the situation got so complicated that they cannot afford a solution: Mexico City Cairo Lagos Jakarta are in similar situation. I decided to make Curitiba my base.
