It was enacted February 17, 2009.

The January unemployment figures had not even been reported yet, and came in at 7.8%.

A strong argument can be made that the stimulus, and the public's concern over the polls being swamped with idiots, electing a community organizer, is what caused the recession to worsen after he took office.
