First thing to consider is a faulty wall outlet, charger, or usb cable. Use a different charger and cable in a different outlet. Make sure all of the connections are tight. Could be faulty or damaged charger ports on your S3. Try blowing air duster or alcohol swab to clean them out then try turning your S3 on when it is plugged in and charging. Try gently wiggling the cables when plugged in to see if anything changes on the screen.Finally it may be a dead battery. Call Samsung support or take it back to where you purchased it and they may be able to help. You may require a factory reset that would unfortunately lose your data.

SOLUTION FOUND!!!

I found a USB portable battery pack which I had in a cabinet
I plugged it into my puter and then the other end into the tablet
left for a condolence call for a few hours
returned and tried to start it up
It did start

I had 13% left in the battery, so I plugged it into the wall directly
It is now charging, and after one day, is now 100% full

moral: make a record of all the programs on the tablet

I had even sunk to the depths of considering an Ipad, but just cant convince self to spend that kinda money
