The temp. injunction is ordered in order to have its judgement obeyed immediately. To freeze everything while the judge ponders. The 1st problem is that the judge wasn't being asked to do that in the initial petition from DOJ. Betweeen the judge and DOJ they are getting this thing all mucked up.
