Well I don't see putting a reverse gear on the cell as any big deal. I believe Borg Warner has that covered. After all the car has to back up. It might be slightly higher tech to just switch polarity on the motor or cross the wires. Another solution might be decathodization.

There never is any problem getting 100% efficiency. It's the first law of energy conservation. Obviously anything you put in has to come out again. If there is a chemical reaction to boot you get extra. Ergo +100% efficiency. Its just a matter of harnessing the energy properly.
You might have to put up with using the energy produced in some other way than wasteful kinetic ways. For instance it may be just as useful to appreciate the energy produced rather than demand velocity out of it. If you can feed hamsters who is to say you are not getting anywhere? What about the human motivation factor? Is that not to be included?

It is obviously more efficient to harness energy as a direct drive without friction. Therefore direct inertial drives such as explosive
or centrifugal drives suffer less from friction losses.

I think if you hire a reactionary anarchist to fire a pistol madly out the back of your carriage it would be fairly efficent means of transport and harassment by marauders and project types would be minimal.
