Qualcomm's China taxes are in keeping with tax levels. They just apply taxes in a more arbitrary way than regular taxation. They call it fines.

But now Qualcomm can't bundle patents. That could be much more profitable to charge 1% for each patent which many people such as Nokia think is a good idea. Bundling them and charging only 4% is too cheap.

Mqurice
