The joke works... because he's not joking about the reality or not of the WMD existing... but is poking fun at Democrats for their choice to lie about the WMD issues as a political tactic. Bush didn't lie... and Bush didn't making "lying about WMD" a political issue... Democrats did. The Dem's KNEW FOR A FACT that it was true there were WMD in Iraq... but they DELIBERATELY lied to you about that... to convince you "Bush lied" when he didn't... because... politics matter to them more than truth... including that Democrats are the ones responsible for all those harmed by the lie that there were no WMD.
