Was the standoff between Costco and American Express influenced by Apple Pay?

Did AMEX require that Costco compensate for the .15% fee?

Your survey comments at PYMNTS.com and re/code point clearly to some effect of Apple Pay, but all the Costco/AMEX publicity a few days ago made no mention of Apple.
