It has nothing to do with race, my dimwitted friend. "exerting a detrimental effect on later generations through the inheritance of undesirable characteristics" In this instance, the "undesirable" referred to is those with "transmissible diseases". Try to pay attention. Basically, we have adopted those policies and have enforced quarantine when required and so forth. In terms of trying to use quarantine to eliminate diseases, she was no different than most of the educated and concerned, caring leaders of her day. Where we have improved on their thought we should be humble and not arrogant--because our thought will surely be improved upon.
