Are you proposing spending tax money on a water pipeline? The KXL will not need any govt funds. TransCanada will build it on their own dime.

Let's build the Keystone XL water line to Texas...........
I recently moved back to Austin, where I used to live on Lake Travis, just outside Austin. When I lived there, it was full and the water was so clear you could see about 50' underwater. Now, there's barely any water in it at all, having been sucked up by Austin's booming population, and you can see about 2' underwater.
