They lack the Technology and Equipment for a High Altitude Nuclear attack...
Chas, I realize that seems far fetched, but just consider that Pakistan has a very capable nuclear capability already. And they transferred some of that to Iran and N. Korea.. And there are quite a few "players" out there who would love to enable some "proxy" to take down the US in an electronic attack..

And you don't have to have rockets to deliver a nuclear warhead at a high altitude (but it's convenient)..

Think about it.. a high altitude strike that doesn't kill a single American, but knocks out a good portion of our electrical grid (take years to replace and repair)..

Can we justify, in the eyes of the world, a total nuclear retaliation which kills tens of millions as a response and spreads radioactive fallout across the globe??

A dirty bomb would create an localized "area denial" problem for a long period of time. But look at Hiroshima and notice how quickly it recovered from being blasted by 15 Kilotons of nuclear hell..

But shut down that power grid and it's possible that it could require 2-3 years to get it up and running again.. That's the current estimate based upon a Solar CME event (which is pretty much the same as EMP)..

Power transformers are long-lead time ordered items. Knock out too many and you create a huge backlog that can only be filled over a long period of time..

Anyway, let's just hope the world doesn't get that crazy..
