My advice is not to upgrade to Win98. Instead, buy a new PC with it preinstalled. Why? The answer is that most of the real reason to buy Win98 is to support new hardware which older PCs don't have in the first place. If you have a 1+ year old PC there is little advantage to running Win98 over running Win95+IE4.0

The real power of Win98 only comes through when paired with new hardware, which is why it's shipment is vital to the health of the overall PC industry. It will drive the next wave of hardware upgrades, supporting DVD, USB, Firewire, On-Now, etc. The PC98 standard will finally bring us QUIET PCs that have accoustical signatures more comparable to your stereo than your refrigerator. That alone will prompt me to upgrade.

As far as hardware configuration goes, the only rule of thumb you should follow is to double the amount of memory listed as standard on whatever model you buy.
