The creation of ISIS or of Al Qaeda, for that matter, were inadvertent outcomes of some well intentioned western operations which became infected with some cankerous radical developments no one saw coming. It seems like such contingencies should have been fully prepared for at the Pentagon, especially in the case of ISIS, which reared up on the world stage as a fairly minor force operating out in the open...at least initially. It is ill advised to suggest otherwise.
