My ISP has agreed to sell me a certain amount of bandwidth, they don't get to tell me how I can use it. If I choose to use it, they don't have the right to decide who gets to supply content and at what rate. That is interfering with trade. No ISP I know of has told you you can't use the bandwidth you purchase in any way you choose. Mine certainly doesn't, although they do limit upload speeds as most of them do. When have you been told how you can use the bandwidth you purchase?
