what's the difference between US ME foreign policy and the radical muslim fighters in the ME?

Let's start with the most obvious.

The marine barracks are in Beirut, not on US soil.

Would US "suicide" bombers be justified in blowing up a Muslim barracks in Charlotte? Would you label the bombers 'terrorists"?
