Menendez corruption complaints are old. No doubt he is corrupt. However, it seems fitting not to prosecute him after he railed against Obama's Cuba policy. Now he will be Blago'ed. That is what happens when you do everything normally in the Democrat Party but have a falling out with the leadership.
