The excellent point you bring up is they hired an S.A. expert....

To evaluate the Lottery Project...this report, paid for by Noram, gives the project a highly positive outlook...George Zilba obviously wanted an objective overview from an outsider and received an incredible endorsement on this project.

Mr. Gagel's report verifies everything said by NorAm in the past several months. He would not place his professional reputation, integrity, and most importantly his license on the line if what he reported wasn't true to the best of his knowledge...it is quite apparent from the report that he personally investigated the contracts, parties involved, locations, manufacturer and etc. with a fine toothed comb...and came up with the conclusion that "this is an excellent project." and a "textbook example of how to be successful in Latin American gaming."

It must be nice for George to have someone report that he's doing a good job. Here's someone else...
