It was manipulating the story, even if the photo was a better photo. It simply doesn't tell the story that happened, it tells the story as they wanted it to be remembered by history. And they won this round.

Manipulation of photographic evidence has a long history. While they didn't "retouch" the photos they definitely chose one that conveyed different events than the one that actually occurred.
