Smog is mostly nitrogen oxide and ozone, though there are some particulates the brownish yellow color is from nitrogen oxide. I believe a study showed that most was from simi trucks. They probably need to push for turbine powered trucks, but that would hurt the economy. Extra cat converters and hybrid cars would help but not that much.

Smog is caused by motor vehicles not power plants. There are 8 power plants in the Houston area, 1 is nuclear, 1 is coal, the rest burn natural gas.
