Smog can be caused by many things, but in California it is primarily diesel powered vehicles. The gasoline cars have catalytic converters so they have very little nitrogen oxides, and the power plants have even higher environmental controls. But the out of state diesel engine vehicles do not have catalytic converters supposedly because they would be clogged with soot. Those that have them are often removed because of the maintenance from the soot.
